I cant see LOOS VSH without VPN, maybe imma from Russian, or i have other problems?

With VPN i can see this server, but cant join, because my VPN is turn. But when imma off my VPN connection and rejoin in the game, VSH is disappears. (Sorry for my English)

But i can joined to this server before LOOS servers is restarted. And please, can anyone give me a new version of map Engineer achiviments? TF2 dont give me to dowload it
